یتولى إدارة المنظمة الدولیة الجهاز الإداری فیها ، ویدار الأخیر بواسطة أشخاص طبیعیین یصطلح علیهم بـ الموظفین الدولیین فهی طائفة تعمل لدى المنظمة الدولیة وترتبط بها وظیفیا تلتزم بموجب هذه الرابطة بما یفرض علیها من واجبات والتزامات وتمنح مقابل عملها جملة من الحقوق والامتیازات فضلا عن حصانة معینة الهدف منها تحقیق الغایات التی تسعى إلیها المنظمة ، المعروف أن الموظف العام فی إطار القانون الداخلی والمتولی إدارة مفاصل الدولة تفرض علیة عقوبات إداریة معینة تحددها القوانین الداخلیة عند إتیانه أی فعل مخالف لواجباته الوظیفیة ، وهنا انصب البحث فی معالجة وبیان مسؤولیة الموظف الدولی عن مخالفاته الإداریة تجاه المنظمة التی یعمل فیها وبیان الأسس والمعاییر التی یمکن بالاستناد إلیها محاسبة الموظف الدولی المخالف فضلاً عن بیان أنواع العقوبات الإداریة التی تفرض علیة

Abstract
